Governor signs bills to strengthen Maryland's workforce

The governor and legislative leaders hailed the 2025 legislative session as historic amid what they called are unprecedented challenges coming from Washington. Maryland Gov. Wes Moore held his first bill-signing ceremony of Session 2025, a day after it ended. Singling out three pieces of legislation, the leaders said the ceremony's theme was strengthening Maryland's workforce. The governor's Registered Apprenticeship Investments for a Stronger Economy (RAISE) Act strengthens the apprenticeship pipeline by creating a financial incentive for employers to establish an Office of Apprenticeship Development. The governor signed another bill that fast-tracks the hiring of former federal health care workers.
