Can You Beat GTA III With No Wanted Stars?

Go back in time with me to 2001 as I attempt to beat the first 3D GTA game without gaining any wanted stars.

The only rules for this playthrough were no committing any crimes that affected stats. Unlike with every other GTA I couldn't use the "stars attained" stat to count how many wanted stars I got so I had to constantly watch my wanted level and anything that affected the on screen wanted level increased the count. Also a note about police bribes: They decreased stars attained in Vice City, but did nothing to stats in San Andreas. Since I'm not even using stats for this that means police bribes won't decrease my total stars attained.
