yes, there indeed is a variant of Windows 8.1 with a Start Menu. one caveat, it's exclusive to Windows RT 8.1, which is only for the ARM architecture. Spoiler alert: it closely resembles the start menu from Windows 10 Technical Preview

one can only wish the start menu from RT 8.1 Update 3 was also ported onto normal 8.1 (x86/x64) as an option, but that never happened :|
