Why did Russian Soldiers in Afghanistan Use AK-74, but the Spetsnaz Prefer Old AKMs

After the release of the new AK-74, many soldiers were delighted with this rifle. Carried ammunition became lighter by almost 40%, with the same number of rounds. The recoil was reduced, and the accuracy was better. At the same time, the new cartridge had better penetration of obstacles due to its higher velocity. It would seem that everything was improved, compared to the old AKM... but not for Special Forces! When the war in Afghanistan started, KGB and GRU operators started to replace new AK-74 and AKS-74 with old AKM and AKMS. But why?
