Step 1:-
Go to your game install location, for example my location is
This PC - E - SteamLibrary - SteamApps - Common - Quake 4

Step 2:-
Then go to the folder
q4base for single player or q4mp for multiplayer

Step 3:-
Then open the 'Quake4config' file.

Step 4:-
Paste the following lines below replacing the lines in the 'quake4config' file

seta image_ignoreHighQuality "1"
seta image_downSizeBumpLimit "1024"
seta image_downSizeSpecularLimit "1024"
