GTA IV On The RTX 3070 - Can We Finally "Max Out" This Notorious PC Port?

How does the GTA 4 PC port perform with a modern mid-range graphics card? Combining a 6 Core I5 10400F, 16GB of DDR4 and a new RTX card should give us playable frame rates even at Ultra, but is pure power enough to override this games poor hardware utilisation and deliver us solid 60FPS gameplay?
