I finally managed to run the game without many stutters using DXVK, so I thought why not compare it to DirectX9 on my GTX 660 Ti and see if what people who got their FPS insanely increased by using DXVK say is true for every GPU.
It's not like I never had any stutters though, so I had to do a bit of editing to keep the two recordings in sync.
My PC specs:
CPU: AMD Ryzen 7 5800X 8-Core 3.8GHz (Liquid Cooled)
GPU: Asus GTX 660 Ti DirectCU II GDDR5 2GB
RAM: Corsair Vengeance RGB Pro 8x2 GB 3600MHz
Motherboard: Asus ROG X570-E
OS: Windows 11 Pro (Build 25182.1000)
Game Version: 1.0.7.0
Installed Mods:
ZolikaPatch 6.9.4.20 (the funny version)
Zolika1351's Trainer 22.08.18.2
JacksIVFixes
IV-Presence
DXVK 1.10.3
commandline.txt Arguments:
-norestrictions -nomemrestrict -availablevidmem 2048.0 -windowed
In-Game Time: 8:00 AM
In-Game Weather: Extra Sunny
(Both are locked, meaning they don't change throughout the benchmark)
Recorded with: OBS Studio 27.2.4
Special thanks to Zolika1351 for their trainer which made it possible for me to record the vehicle and save it.

Conclusion:
The game ran better without DXVK on higher graphics settings. DXVK gave slightly more FPS on lower graphics settings and at some specific places.
Keep in mind that the results may (will) change depending on your hardware AND software.
